The current failure by various English speaking populations to implement a basic income is evidence of a total collective systemic failure by the respective, elected governments. A martial law is required to ensure a remedy of the ongoing breach and ensure consistent provision of basic income under article 25 of the UDHR. The absence of a basic income policy or its deliberate non-provision or its delay in spite of a policy is the offence of genocide. The Royal family remains Monarch in Commonwealth countries under the state's declared powers of emergency to remedy the current offences of the government in the deliberate delay of application of the basic income or its unequal provision that constitute genocide by definition. In Canada, the criminal offence is noted under s.318 and s.319 of the Criminal Code of Canada. The tacit socio-economic agreement that groups affected by the delay in provision of basic income can just ask for money at certain banks is not a solution but an evident malady in the effort to stave off recognition of the offence and mask the evident crime of genocide against the population. Human beings are in imminent danger and continual risk of loss of life.
