If you have a sales tax but have no people with income support money to spend and buy, you have no sales tax revenue. If you had women in your community and you wanted them to have families but no adults have sufficient money to plan on how to settle down, how many families in your community do you expect you could see? If you have a woman in your proximity and you want her to have a baby and feed the baby, how is she to do it without the benefits money?

If you had a hydro power station but had no river or wave current to spin the turbine, you have no electricity. 

If you have no sales tax, you have no daily guaranteed massive government revenue. 

If you have a sales tax but have no people with income support money to spend and buy, you have no sales tax revenue. 

If you had women in your community and you wanted them to have families but no adults have sufficient money to plan on how to settle down, how many families in your community do you expect you could see? 

If you have a woman in your proximity and you want her to have a baby and feed the baby, how is she to do it without the benefits money? 

If you have a sale tax but only some people have the income support benefit, then you have some sales  tax revenue but not all that you would or could have if all citizens have the income support benefit.    Also, you have a lot of people who are socio-economic casualties in the way you have halved your system. The cost in socio-economic problems where people  are dying or missing due to insufficient shelter, food and drink;  necessitating extra ambulance, social work and policing out-weighs any hopes for savings in not paying the benefit to all citizens, a benefit that is intended to keep them healthy and out of the tuberculosis. Then you rely on immigration to make up for the missing persons. Each new immigrant costs the government with an Annual System Cost: The UK government spends roughly £4 billion annually supporting the asylum system. [1] 

We may say that immigration costs and the benefits for all citizens also costs.  We cannot save on benefits to UK citizens while spending fully on refugees, ensuring only the refugees are cared for with tax dollars paid in by UK citizens.  This dichotomy cannot continue in the idolatry of one's opinion.  Not paying the benefit to all citizens is contrary to EU regulations and European culture.  England is in immediate European geographic proximity and physical location. It is not an island off the cost of... Cuba while Cuba pays a benefit to all of its citizens.  If you did not pay all your citizens a benefit, you violated your own laws. You lost economic compression, you are not saving money and are spending nonetheless on socioeconomic maladies. You spend more than your neighboring nations.  The old white lady economist says that if you don't pay a benefit to all of your citizens you are a damn fool, engineering  nothing but Oliver Artful Dodger social malaise so it's just like it was, like it was in the Victorian era and the Dodger is not guilty when he says they can fend if he decides since he has to fend.   There is a lot of human emotion wasted in watching the English go on like this in the modern world.  It's like watching them try to feed their UK babies in public without money for shelter, food and clothing; as sad socioeconomic decoratives.   The Dodger sees his origins as he walks by and has a sense of success and achievement. 

Every transit system is a mirror image of the emotive mapping of its engineers or architects. This is true of economies also. In the Anglo world, the economic architect has programmed a high risk of desperation and resentment against those they imagine as having "more." Yet the purpose of the benefits is just cold unemotional economic facility. We sell more and make more national revenue. It also defends the life of the UK, Canadian etc  citizens and this is important if you have appropriate nationalistic, defensive motivations. 

But if there is any American or UK constable investigation on the Pan Am 103 bombing, they can also investigate why not all UK citizens, why not all Canadians and why not all Americans receive their income support benefits; and because of it we witness many socio-economic casualties and are therefore heavily dependent on immigration for some reasonably normal economic activity, consumer stimulus?

We need to enjoy our lives and ensure our citizens are like the citizens from top economic benefit nations like Switzerland and Saudi Arabia and have comparable amounts of income support. Sales tax is the new gold. We have more cash registers at our disposal than Switzerland, China  or Saudi Arabia but earn less since our people have less to spend and not all citizens have the benefit. We should have a larger economy but life is less certain in the UK for a citizen than it is in Saudi Arabia, China or Switzerland. We are tired of being told that we must be impressed by them over us. It hurts our feelings. 

The reason why the foreigner is useful as an immigrant new economic occupant is because we have not used  the local population as a fully capable, necessary economic participant and have left them in an attritive under funding; attritional! The death rate during peace time is higher in the English world and it's diaspora than it is in China or India or Europe generally.
