There is a Consumer Protection Act that guides consumers and corporations on various issues relating to consumer contracts. One such issue is payment and method of payment.  

The idea that any company will go into your personal account that they have chosen contrary  to customer preferences and set up a debit for bill payment without your consent is a breach of contract. The bank and the cable company  must pay compensation.  It is also a criminal offence since it is theft when there is no customer consent.  The bank and the company involved are charged for theft. It may also be more problematic when the account chosen is earmarked for the customers other monthly obligations such that the unexpected, unknown debit to the account may cause an interrupting to the customer's plans.
