You take public funds to build the building....so you are required at 30% of the avait units to take public funds to occupy the building. This is not a loop hole to be abused that was suggested by any black guy. It's a factor of the contract with the government that funds the project and non-compliance is fraud. When people ask for a unit and you are not fully occupied in terms of those units and their availability, then you must provide the access or tell them when they will be available. That particular building is only 20% occupied. You are building a new glamorous 80 storey building next door.
