According to Doug Ford of Turo Nova Scotia, a Herodian is always a native that does not get Leviticus yet, wants to argue and he has social and political authority, making him awkward. If the weather was bad, he could not fix it. If he saw the benefits weren't paid, he would not pay them but he wants more authority.
