Solution: 

1. Using the current system, enter the payment portal at the bank head office and release all the bank transfer payments to credit all the various  customer's accounts. 

2. Use the Faster Payment technology from now on and update the whole system  so government payments are sent this way today and also from now  on; going forward; 

3. Pay the government the  interest it is owed for the delay in the crediting of the payments to the accounts. This is called a Use of Funds payment. 

Many of the employees who are in the bank and who did not action the payment to credit the recipient account were European (ignoring  the payment in the cue everyday) and they may not have had the right to work in the UK so how are they in the bank harassing government benefits payments at the Bank? She was a Ukrainian or a Hungarian. Oh;  I  don't know.  

But the bank is now owned by a German consortium and the payments have been released now.  I am pretty sure.  Were they credited to the accounts? I am pretty sure in fulfilling any contractual obligations to the government under the government's Financial Services rules.

When we look at the UK and Canada in addition to the US as influenced by the English, this is when we see that Japan alone is outperforming all three countries in terms of global GDP. The father of Japan in 1938  said he would prove there is something wrong with the English and did not want to hear about them again being capable or good about anything and so he proved it while it took 50 years to do it. It is not to fight Canada but pet and stroke it like a vassal farm animal that will give it's milk, grow and multiply giving birth to more farm animals. Canada is your farm. This time sales tax is the product for cultivation. The Canadian should not be dying there at the hands of others in little insidious frauds. But living,  eating and giving birth to children or helping to raise them.
